Ensure require all discussions will be resolved before marge

Using approval rules, an admin can define how many approvals a merge request must receive before it can merge and which users should do the approval.

To add a merge request approval rule:

SaaS:

Go to your project and select Settings > General.
Expand Merge requests.
Find the merge checks section, and make sure the "All threads must be resolved" checkbox is enabled.
Select Add approval rule.
